To support the development and construction of the Liujia HSR Station Special Zone, integrate urban functions between Zhubei and Qionglin, and reshape the region’s spatial landscape, we have initiated the statutory urban planning procedures for the Taiwan Knowledge Economy Flagship Park Special Zone. This will establish a high-quality cultural–ecological living circle that harmonizes natural ecosystems with Hakka cultural characteristics, positioning it as Northern Taiwan’s center for technology, information, finance, commerce, and economy.



The plan was approved by the 312nd County Urban Planning Commission meeting on April 23, 2019, and submitted to the Ministry of the Interior’s Urban Planning Commission on May 29, 2019, with the following details:

Planning Area & Size: The original application covered approximately 446 ha. To maintain boundary integrity, the HSR tracks were added and lands already acquired or designated for public facilities were removed, reducing the total to approximately 435.1435 ha. The area spans Zhubei City and Qionglin Township, lying north and east of the Hsinchu HSR Station Special Zone. It is bounded west by the Zhubei (including Doulun) Urban Planning Zone, east by major roads and irrigation channels, south by Dongxing Road (Provincial Route 120) and the station district, and north by the Litoushan hillside.
Planning Horizon: In accordance with the Hsinchu County National Land Use Plan (draft), the target completion year is 2036.
Projected Population & Density: Based on population forecasts and job generation from the adjacent NTU Zhubei Campus and industrial zones, a build-out population of 33,000 is planned. A total of 136.5933 ha will be zoned residential, at about 242 persons/ha.
Land Use Breakdown: Residential 136.5933 ha; Commercial 43.5558 ha; Industrial-only zone 72.0161 ha; Agricultural 41.5898 ha; Other public facilities 141.3885 ha (including 33.6307 ha for cultural/educational uses).
Development Method: District-level land readjustment will be employed, balancing public participation, infrastructure needs, and financial feasibility. The optimal scope is 390 ha (excluding agricultural lands), with 40% land-value compensation to original landowners.
