Park Overview

Hsinchu Science Park was established in 1980, covering an area of 686 hectares. It focuses on the development of semiconductors, computers and peripherals, communications, optoelectronics, precision machinery, and biotechnology. As Taiwan's first science park, the government has continuously invested in infrastructure and transportation, supported by the academic resources from National Yang Ming Chiao Tung University, National Tsing Hua University, and the Industrial Technology Research Institute (ITRI).

In the 1970s, Taiwan’s industries were mostly labor-intensive. Due to the two global oil crises in 1973 and 1978, labor costs rose and industrial competitiveness declined. In response, Taiwan’s policies shifted toward technology-driven growth. Under the leadership of the National Science Council (now the National Science and Technology Council), HSP was established following the Silicon Valley model to accelerate Taiwan’s industrial transformation.

HSP’s vision is to build a world-class R&D hub that integrates production, work, life, and leisure, attracting top tech talent and becoming a base for Taiwan’s high-tech development. It has also served as a blueprint for the expansion of Southern and Central Taiwan science parks.

In recent years, HSP has generated over NT$1 trillion in output value. With more than 600 companies and over 160,000 employees, it has become a key engine of Taiwan’s economy. HSP continues to attract world-renowned innovative companies and plays a leading role in various sectors such as IC design (world's top ranking), TFT-LCD panels, solar energy, AI, high-performance computing (HPC), big data, and 5G communications. It has become a globally recognized model for science park success and is a vital base for talent cultivation and industrial R&D.

Through collaboration between academia and industry, HSP has helped strengthen Taiwan’s global positioning in the high-tech industry and will continue to play a critical role in nurturing Taiwan’s future innovation capacity.

Since 2020, the park has set a new policy goal of “Heritage and Innovation,” with two major strategies:

1. Optimize Infrastructure for Sustainable Growth

Expand industrial space in HSP, promote medium- and long-term relocation plans for HSP, Baoshan and Longtan, and push forward Phase II of the Biomedical Park and the construction of the third R&D building and new water recycling facilities at the Tongluo Park.

2. Promote Diversified Innovation Service Models

Encourage corporate venture capital (CVC) and international partnerships, build a digital innovation ecosystem integrating technology, talent, and experimentation, and create a smart pilot testing platform that boosts diversified innovation and unlocks the full potential of domestic industries.
