1. Authority: Implemented according to:
- County Magistrate directives from the Tax Collection Bureau briefing and consultation meeting, January 27, 2010
- Chairman directives from the first bureau meeting, February 2010
2. Purpose: Provide a single high-level liaison point at the Tax Collection Bureau for major domestic and foreign investors (across technology, biotech, agritech, services, and traditional industries). Proactively connect with investors and deliver dedicated tax services to demonstrate the county government’s commitment to attracting investment.
3. Tax Service Team Members:
- Convenor: Section Chief, Planning & Service Division
- Executive Officer: Auditor, Planning & Service Division
4. Services Provided:
- Assist with all tax application procedures
- Provide consultations on tax laws and regulations
- Explain national and local tax reduction measures
- Offer on-site tax education and training upon request
- Conduct proactive tax awareness campaigns
5. Operating Procedures:
- Planning & Service Division serves as the external contact point. The Executive Officer on rotation will proactively reach out to major investors, assist with applications for land value tax, land value increment tax, and house tax, explain relevant regulations and required documents, and help complete forms. All documents are logged and fast-tracked by the responsible sections with close follow-up to ensure rapid processing.
- For national tax matters, the Executive Officer will refer inquiries to the Fourth Section, Zhubei Branch, Northern Region National Taxation Bureau.
- The Executive Officer will regularly liaise with the Hsinchu County Investment Promotion Committee and the International Industry Development Office to gather information on major investments and provide timely tax services.
- If more than 20 personnel require training, on-site company workshops on tax laws and practical procedures can be arranged.
- Coordinate national and local tax education and outreach activities to ensure investors understand their rights, receive proactive assistance, and gain basic tax planning guidance, emphasizing support over enforcement.
6. Amendments: This plan may be revised as needed.
