As one of the key initiatives under the Hsinchu County Magistrate's "3+2 Industrial Development Strategy," the AI Smart Park aims to become a hub for innovation experimentation and to usher in a new economic miracle for Hsinchu. The park is designed to establish a cutting-edge base for AI technology R&D, attract international enterprises and young entrepreneurs, and elevate the county’s overall technological capabilities.
The park is located at land plots No. 747 and 750 in Zhuangjing Section, Zhubei City (intersection of Zhuangjing North Road and Shengli 8th Street), covering a total area of 12.61 hectares. By the “Industrial Innovation Act” and relevant regulations, 8.05 hectares are designated for industrial use and 4.56 hectares for public facilities, including a 2-hectare park at the intersection of Lane 540, Zhuangjing 1st Road, and Zhihui 2nd Road.
The project has been approved by the Industrial Development Bureau, Ministry of Economic Affairs, with a total budget of NT$493.9 million. Of this, NT$404.94 million (81.99%) is subsidized by the central government, and NT$88.96 million (18.01%) is funded by local sources.
The park’s establishment was approved on November 26, 2019. Construction of public infrastructure was completed on March 29, 2021. To maximize land utilization, the park adopted a superficies (land use rights) model for industrial land leasing and investment. Four companies have signed contracts for Phase I—Accton Technology Corporation, Elan Microelectronics Corporation, PSMC (Pharmaserve), and Wistron Corporation. All four companies have commenced groundbreaking and construction work. The superficies agreement for Phase II was notarized and signed on January 7, 2022.
The AI Smart Park is strategically located near Hsinchu Science Park, Hsinchu Biomedical Science Park, and Taiyen Technology Industrial Park. It sits at the intersection of Zhuangjing 1st Road and Zhihui 2nd Road in Zhubei City—just north and east of the HSR Hsinchu Station Special District. The park borders the Doulun Urban Planning Area to the northwest, the HSR Special District to the southwest, the Touqian River levee to the south, and a local irrigation canal to the north. This well-integrated industrial zone is envisioned as a major base for high-tech innovation and knowledge-based industries.
