Since Hsinchu County lacks its own waste treatment facility, approximately 250 tons of household waste per day must be sent to incinerators in other counties or cities. When those facilities undergo annual maintenance or experience operational issues, Hsinchu’s household waste cannot be processed and must be temporarily stored at local landfills.

Moreover, the cost of incinerating waste in other jurisdictions has been rising, imposing a significant financial burden on the county budget each year. With Hsinchu County’s population steadily increasing, the waste management challenge will become even more serious.
To address this issue, the county government plans to introduce private funding and expertise to build a thermal treatment facility under a BOO (Build-Own-Operate) model, in accordance with the Private Participation in Infrastructure Projects Act. The chosen high-efficiency thermal treatment technology minimizes environmental impact while maximizing energy recovery and supports both waste disposal and resource recycling.

Project Background

Hsinchu County’s rapid development has led to greater waste generation in recent years. To ensure efficient, self-sufficient waste disposal, the county plans to build a high-efficiency thermal treatment facility through public–private partnership. This technology effectively converts the potential heat in waste into electricity, achieving a waste-to-energy cycle that offers higher economic benefits and reduces secondary pollution compared to traditional incinerators.
