Organization

The committee is structured with a commission system. The County Magistrate serves as the convener (also as the Chairperson), and appoints department heads from the county government, industry representatives, local community leaders, and experts as members. One Secretary-General and several staff members are appointed to execute the committee’s operations and duties. The County Magistrate approves the hiring regulations and staffing.

The committee acts as a functional bridge between the government and enterprises, adhering to the mission of “Service, Communication, Innovation.” It coordinates with central and local industrial development policies to promote investment and stimulate economic prosperity.
It organizes domestic and international investment promotion events and facilitates technology exchanges with global AI enterprises, providing investment information platforms in collaboration with the county's Industrial Development Department through the Investment Promotion Service Center.
It invites renowned speakers from the business community to host training seminars, site visits, forums, and other networking activities. It also cooperates with the SME Service Center and supports honorary consultants and cross-industry exchange programs.
 The committee visits domestic and international enterprises to offer consultations on expansion, technology transfer, capital increase, and land use. It integrates technical and intellectual resources from major local firms to maximize enterprise resources, and supports the development and global branding of cultural and green-energy-related industries in Hsinchu County.

History

The committee was established in December 1960 under the Ministry of Economic Affairs. It is composed of county government officials and representatives from the business sector, with the County Magistrate serving as the Chairperson.

Acting as a bridge between the government and enterprises, the committee aims to improve the local investment environment, promote government economic policies, and enhance investment willingness. It assists in industrial zone planning, helps businesses obtain land and handle registration procedures, provides market information, gathers feedback from enterprises, and helps resolve issues. On October 9, 2002, the committee was renamed from the "Industrial Development & Investment Promotion Committee" to the "Industrial and Commercial Development & Investment Promotion Committee."
