In accordance with the Urban Planning Act, the responsible authority must conduct a comprehensive review at least every three to five years. It has been over 25 years since the last review. To safeguard landowners’ rights and accelerate rational urban land use, we have initiated a second full reappraisal based on the scheme approved at the 686th County Planning Commission meeting.
Although the Science Park Administration has waived compulsory land acquisition, this plan still lies on a prime high-tech axis with excellent spatial advantages. After reassessing the county’s current spatial structure, land-use demands, and landowner consent, we have reexamined the original land-use plan to propose an updated urban master plan that aligns with owners’ wishes, supports local development, and meets industrial needs.
Plan Area: Touzhong, Erzhong, Sanzhong, and part of Kezihu in Zhudong Township, totaling 453.94 ha.
Planning Horizon: target year 2036 (per Hsinchu County Land-Use Draft).
Population & Density: 18,500 residents planned.
Land-Use Distribution: 92 ha industrial, 57 ha residential, 3.7 ha commercial, 42.7 ha agricultural, plus 148.8 ha for public facilities (schools, parks, plazas, parking).
Development Method: phased land readjustment over 304.38 ha, establishing comprehensive infrastructure and transport networks to support living, industry, and services.
Support the Science Park’s growth by providing necessary land-use functions.
Reevaluate existing land-use designations against current and future development needs, incorporating stakeholder feedback.
The Phase III urban plan covers 453.94 ha. Excluding the park, HSR and freeway corridors, and certain protected areas, approximately 300 ha remain for land readjustment. The core development area includes Touzhong, Erzhong, Sanzhong, and part of Kezihu. Minimum public facilities allocation is 40–45% (public facilities area / total readjustment area). Planned uses include residential, commercial, industrial, agricultural, schools, and related public facilities.
Future Land Use Goal: Support a high-tech satellite base that balances industrial production and residential living by zoning industrial, residential, and commercial areas to leverage geographic advantages and meet local demands.
Residential Zones: Delineated based on site conditions; detailed plans will divide areas into low-, medium-, and high-density residential sections.
Industrial Zones: Positioned adjacent to the Science Park and ITRI lands, constrained by topography and location.
Implementation: Industrial, commercial, new residential (excluding existing and redevelopment zones), agricultural, and public facility lands will be developed via phased land readjustment.
